The Texas Department of Licensing and Regulation (TDLR) has issued a 12-month emergency closure order against Rainbow Foot Relax Massage in Houston after evidence surfaced of employees being forced into prostitution. The investigation, conducted with Harris County Constable Precinct 4, the FBI, and the Harris County Sheriff’s Office, also revealed the business was being advertised on illicit websites.

Since late 2023, TDLR has issued 51 emergency orders targeting human trafficking, impacting 70 locations and revoking 53 massage licenses across Texas. These swift shutdowns are possible thanks to HB 3579, passed in 2023, which empowers TDLR to immediately close businesses tied to human trafficking.

The Human Trafficking Superhighway of West Texas

While Houston continues to be a hub for trafficking investigations, West Texas is no stranger to the crisis. With Interstate 20 running straight through, it has been labeled a human trafficking superhighway, a route where countless victims are moved, hidden, and exploited.

This is why so many in Abilene, Midland, Odessa, and Central Texas are deeply concerned about the rise in trafficking cases. It’s not just about border smuggling, it’s about Texas children, many of whom vanish without warning and end up caught in dangerous networks.

The Missing Teens Crisis in Texas

  • 2023: More than 114 Texas children remained missing into 2024, with 26 teens reported missing in December alone. That year, 49 Amber Alerts were issued statewide.
  • 2024: Reports of 31,864 missing children statewide poured in, with Harris County alone accounting for nearly 7,000 cases. The National Center for Missing & Exploited Children helped resolve nearly 2,800 cases in Texas that year.
  • 2025 (so far): Bexar County (San Antonio area) has reported nearly 3,000 juvenile missing cases, including the ongoing disappearance of 16-year-old Nevaeh Ann Camil Woods.

A Father’s Perspective: Why This Hits Home

As a dad of eight children, five daughters and three sons, I’ve always been protective. I keep an eye out, and I teach my kids to stay alert. But it wasn’t until four years ago that human trafficking became heartbreakingly real to me.

A friend of mine, a local contractor, told me his 12-year-old granddaughter had gone missing. Many assumed she was just a runaway, but my gut told me otherwise. Three weeks later, I learned the truth, she had been kidnapped by an illegal immigrant.

The 12-year-old told police that, 'while he was asleep, she found an open window, sneaked out in the middle of the night, and ran until she found a closed convenience store.' Terrified and not knowing who she could trust, she hid in a dumpster behind that store for al;most 48 hours. It was only when the store manager discovered her that police were called, and she was finally reunited with her family.

By the grace of God, she was rescued. But what she endured was horrifying, and it happened less than 20 miles down the road from me. That single story changed forever how I look at every headline and every report of human trafficking.

My Opinion: No Mercy for Traffickers

When authorities shut down massage parlors or businesses where human trafficking is uncovered, I don’t take it lightly. If it’s proven true, those responsible must be prosecuted to the fullest extent of the law.

We Texans, we Americans, we dads, must come together and protect our women and children from these predators. Traffickers are not just criminals, they are destroyers of lives. And they have no place in our communities or our society.

  • File a complaint with TDLR if you suspect a business may be involved
