A shocking discovery by the Texas Department of Licensing and Regulation (TDLR) has once again put the spotlight on massage therapy establishments in Texas. On May 19, 2025, TDLR issued emergency closure orders for eight massage parlors across six Texas cities, including one that operated in the same building as a daycare center in Midland.

Although the daycare itself had no connection to the massage business, authorities confirmed that illegal activity and unsafe conditions were happening just steps away from where children were being cared for.

Statewide Operation Uncovers Human Trafficking Indicators

The eight establishments, spanning from  Midland, Odessa, Amarillo, Lubbock, Cleburne, and Kerrville, were tied to the same owners: Ruiying Lian, Hongcui Hao, and Tianli Wang, operating under Tongfuxin LLC and Tongfu LLC. Investigators found clear red flags, including:

  • Employees living inside the businesses
  • Out-of-state IDs and no valid massage licenses
  • Sexual service advertisements
  • Admission of unlicensed massage work

In some cases, customers admitted to paying for sexual services. One employee in Midland even attempted to access the neighboring daycare through a crawl space during a police raid. That employee was later arrested for prostitution.

These Are the Locations That Were Shut Down

  • Sunny Massage, Midland (shared building with a daycare)
  • Julie’s Massage, Cleburne
  • A Pattaya Massage, Kerrville
  • Pattaya Foot Reflexology, Odessa
  • Thai Massage, Odessa
  • Family Reflexology, Amarillo (two locations)
  • Best Foot Spa, Lubbock

Each of these locations showed signs of trafficking or illegal sex operations.

It appears that Texas law enforcement has managed to shut down seven more massage spas in West Texas. One of those massage spas was participating in Sex and human trafficking, located next door to a children's daycare center.

New Texas Law Helps Speed Shutdowns

Thanks to HB 3579, passed by the 88th Texas Legislature, TDLR’s executive director can now issue immediate emergency orders to shut down massage parlors when human trafficking indicators are found, even before formal charges are filed. This law, authored by State Rep. Benjamin Bumgarner and Senator Phil King, is helping Texas agencies act faster.

Community Awareness Is Key to Ending Trafficking

Human trafficking is not always hidden in the shadows, it could be operating in broad daylight next to schools, churches, and daycares. Texans are urged to stay alert and report suspicious activity.

  • Call the National Hotline at 1-888-373-7888
  • Text HELP or INFO to BeFree (233733)
  • In an emergency, call 911
  • You can also file a report with TDLR if you suspect a licensed business is involved in trafficking
