The charges? Aggravated Promotion of Prostitution, and law enforcement says this went way beyond “just a weird Yelp review.”

Restaurant Owner Linked to Prostitution Operation
Police say Biwu Liu, who owns Hot & Juicy Seafood, wasn’t just flipping shrimp; he allegedly had financial control and operational influence over a network of massage parlors around Lubbock. Law enforcement also arrested Fu Gao, who’s accused of playing a role in running those businesses. Undercover cops reportedly showed that prostitution was being arranged and advertised across multiple spots tied to the pair.

Seven Massage Parlors Tied to Bust
Here’s where the investigation gets big: officers identified seven massage parlors across Lubbock where prostitution allegedly occurred, all with links back to Liu and Gao:
- Lemon Tree Massage Spa (5100 block of 69th Street)
- Mindful Lotus Spa (3200 block of 34th Street)
- B&W Relaxation House (5000 block of Frankford Avenue)
- Bright Massage (6300 block of Frankford Avenue)
- Royal Foot Therapy (3500 block of Slide Road)
- Serenity Massage (3800 block of 50th Street)
- Cherish Massage Spa (3100 block of 50th Street)

Both Liu and Gao are facing serious felony charges. If convicted, they could be looking at significant prison time and fines under Texas law.
