Just when you thought you were finished with Billy Ray Cyrus as a country music artist, Mr. Achy Breaky Heart has announced that he has changed his mind. Cyrus tells us via Twitter that his 13th - and likely final - studio album, titled ‘Change My Mind’, is set to be released on October 23rd.

Billy Ray’s current CD, ‘I’m American’ came in June 2011, but, according to a recent interview with The Boot, the songs on the new CD were written before that was released.

"This music of this next album -- if anybody wonders what was my life like between October [2010] and April [2011] – it's going to be very well documented because this album is it. It's my life."

The album’s first single will be its title track, and he’s currently shooting a music video for the song. Cyrus promises that ‘Change My Mind’ will be emotional, so expect the songs to chronicle his on again, off again relationship with his wife, Trish.

In the Boot interview, Cyrus went on to explain his semi-retirement.

"I don't even want to write another album, I don't want to record another album after this one," the singer continued. "I didn't even want to write this one. I was going to retire after I'm American, but I wrote this next batch of music so now I need to record it and bring it full circle."

Billy Ray doesn’t close the door on future projects. In fact, Cyrus left the door wide open, but apparently is choosing not to walk through it until the mood hits him. Personally, I think whether or not he retires depends on the success of the new CD.

One thing that hasn’t been made clear is whether his more famous daughter, Miley, will be featured in any way on ‘Change My Mind’. We shall see.
